Challenger Centre approached Bundaberg Regional Council (BRC) with a proposal to develop Australias first Challenger Learning Centre. To investigate this opportunity and perform due diligence through the development of a prefeasibility report, AECOM and AEC was commissioned to progress this project concept through the development of a detailed business case (DBC).
AEC conducted a risk analysis, using a risk matrix to determine the likelihood, consequence and the rating of various possible risks. AEC modelled a Base Case and two additional Scenarios. AEC modelled four sensitivities relating to each of the two scenarios. Using this analysis and known demographics, AEC made an assessment as to the sustainability of the facility.
