AEC at the Queensland Local Government Finance Professionals Conference 2017

December 5, 2017

This year's Local Government Finance Professionals (LGFP) conference was held from Tuesday 21st to Friday 24th November at the Pullman Cairns International, and was based on a theme of "Partnering to Sustainability".

The theme of the conference struck a chord with the AEC Strategic Finance Team as our focus has always been on working with Councils in developing strategies consistent with financially sustainable outcomes. We are always of the opinion that problems and issues need to be resolved as soon as possible to allow Councils to continue to provide high quality infrastructure and services to their communities in a cost-effective manner.

AEC has supported the LGFP conference for two decades, and our booth created a carnival atmosphere with the nerf gun shooting game proving to be popular once again. We look forward to continuing our strong association with the LGFP and Queensland Councils.

At the coal face, 2017 appeared to be a much better year for local government in Queensland on average, with the release of capital grants provided in an allocative (rather than competitive) manner and additional progress made on improving rating and charging structures and the undertaking of asset management and service reviews. However, natural disasters continue to impact infrastructure and service provision and financial sustainability, with Cyclone Debbie causing considerable damage through parts of Queensland. The affected Councils must be congratulated on their response efforts.

AEC continued to work with the Local Government Association of Queensland (LGAQ) through 2017 on a range of issues, including updates to the Ready.Set.Go. performance indicator tool (prepare for 2016/17 financial statement updates to this tool in the coming weeks), the true cost of development on Council finances and SunWater pricing.

Our suite of financial sustainability models also remains popular with Councils, including the waste lifecycle costing and pricing model, the corporate overhead allocation model, the business activity full cost pricing model, the plant hire rate calculation model and the landfill/quarry rehabilitation provisions and liabilities model.

The AEC Strategic Finance Team is an industry leader in the provision of advice to local governments across Australia, and has considerable expertise in financial sustainability evaluations, asset management, performance benchmarking, service reviews and rating/revenue strategy development.
