Queensland Local Government Performance Benchmarking

Local Government Association of Queensland (LGAQ)


In 2013, AEC completed a report comprehensive study into the factors impacting the financial sustainability of different types of local governments in Queensland, including metropolitan (South-East Queensland), coastal, rural/regional, rural/remote, resources and indigenous Councils on behalf of the LGAQ.


Following the completion of this study, the LGAQ determined that there was a need to provide additional support to Councils in implementing the necessary strategies to address financial sustainability challenges, in addition to adopting best practice strategies in efficient and effective service delivery and in the recovery of costs from ratepayers and customers.


To help facilitate improvement and to further encourage financially sustainable decision making and outcomes, the LGAQ commissioned AEC in late 2014 to develop benchmark measures that would allow for both enhanced performance monitoring over time and effective benchmarking comparison with peer group Councils. The interactive web-based performance benchmarking tool forms an integral component of the LGAQ’s Better Councils, Better Communities initiative.


AEC has since worked with the LGAQ and Councils to continually add to the list of indicators, with a total of 43 performance indicators now in place, covering socio-economic characteristics, financial sustainability, revenue generation, operating efficiency and service levels. A further 10 indicators are expected to be added through to 2017.


A key focus of the project is the need to minimise the reporting burden and resource commitments on Councils, and as such the indicators are all based on publicly available information.

Airport Upgrade Feasibility, Lifecycle Costing and Pricing Model

Busselton Airport - South West Development Commission


AEC developed a long term financial model to assess the financial viability of the future development of the Busselton Airport. The 10 year forecast model allowed the City to model the impact of passengers flights, volumes and price structures for a range of passenger categories (Charter/FIFO, RPT intrastate, interstate and international), the impact of volume on landside, airside and terminal operational costs and the impact of the future infrastructure expansion. The outcomes of the model in terms of financial sustainability and financial return indicators were used to inform the business case for the future development.
